Sorry John, I misunderstood which bit you were working on.  I would check
that the bolt goes easily through the coupling without the steering column
inserted (to check for too open / closed condition),  Then check that the
column slips onto the coupling without opening it up too much (feeler gauges
on the gap?).  If it opens up can you re-compress the joint with some vice
grips?  Rather that adjust the wheel a little, could you get a pipe wrench
on the column itself so that you can rotate it as you push the bolt?

PS Don't forget the small earth strap over the coupling to make the horn
work (there should also be one on the new rack as well).  Also, did you get
new steering rack mounting rubbers / polybush or maybe aluminium ones -
would be interested in your comments if you changed to Alu.
