Good point, Jeff.

When I lived in Italy, I was still a U.S. citizen and liable to U.S. income
tax. I think that if the person is a U.S. citizen, but a resident alien of
the second country, then they are liable to taxes of that country. I think.

But, there's this thing of taking the cars out of this country (and a good
amount of them would probably come from California and the southwest),
repairing them ahem...inexpensively and then selling them for a
profit...leaves a bad taste in my mouth...
