windshield advice needed...

I am sorry if this has been covered before, but I don't remember seeing
anything like this posted for the two years I have been on the list...

        I bought a windshield from SICP that claims to be the correct
windshield.  I then had bought the gasket from TRF, who claim that it is
the correct gasket for my car.  After getting all my parts together, I
took it to the local windshield shop who installed it, but they ran into a
slight problem.  They could get it all the way in, but the rubber gasket
did not seat down properly from the outside.  It had at least a
quarter-inch of space between it and the frame.  They told me that the
windshield would not come out inadvertently, but the gasket will look bad
and could result in rust.  My questions to the list are: 

        1)  Has anyone else experienced this before?
        2)  Does anyone have any suggestions of what to try first?

Please help me, I am at a standing point in the restoration.
