Have you checked the rocker arm assembly for excess play? If there's a
lot of slop in the rocker arm bearing, you won't be able to quiet it
down no matter what clearance you use. (well OK, a negative clearance
will be really quiet, but the car won't run well either :-)
You might also pull the valve cover and run the engine. If it's coming
from a valve, you should be able to localize the noise, and visually
correlate it with the particular rocker arm.
