You believe the float bowls are full, but let's double-check that.
Press the little pin on the bowl lid and see if the pump starts pumping
again and that fuel runs down the copper overflow tube. If fuel does run
out, the bowl has been confirmed full.
When you set up the SU carbs, did you "centre the jet", the procedure
whereby you test the jet's position by lifting the carb piston then
letting it drop. If it does not drop with a click at the bottom, the jet
needs to be centered. If jet is not centered, air flow through the carb
is affected as is fuel through the jet.
That confirmed, is the jet set in its inital position of twelve flats
down from fully screwed up(wards)?
But all that said, I don't think the starting troubles are carb
related. They so rarely are. Almost always it's an ignition issue.
Are you really really certain that #1 plug is firing at TDC of #1
piston on the compression stroke---both valves of #1 closed and the
rockers rocking?
Are you sure that a sparkplug laid on the engine with its wire
attached gives a rich spark when the engine is being turned on the
starter? That nothing happened when you used starter fluid sprayed dwon
the air intake would suggest no ignition to any sparkplug.
You mentioned spraying starter fluid down the air intake. Was that
done into the air filter intake or directly into a carb? If into the air
filter intake, I think you should remove it for the moment and get it out
of your way. It will have to be off the carbs soon anyhow so that you can
synchronise them.
Keep trying. One of the nicest things about TD engines is that they
do start quickly. When it's right, you will enjoy pulling out the knob
and pushing it right back in, a quick in-and-out motion, as that's how
fast the the engine will start.
