Dear Marcus,
It seems clear enough... considering it is from the DMV. I interpret it
to mean: There used to be no title for old cars in MA, but beginning
11/26/90 all cars purchased must be titled by the new owners, regardless
of the age of the car. If you had an old car that you bought before the
law changed, you were "grandfathered"--you did not have to apply for a
title for it. If Jim bought the car before 11/26/90 he is not required to
have a title for it. If he had bought the same car after 11/26/90, he
would have had to get a title.
