David,

  First off the ignition switch is NOT where you put the key.  When you
turn the key, you pull/push a rod down the side of the steering col. to
the bottom.  Down near the floor boards mounted on top of the steering
col. you will find a switch and connector.  This IS the ign. switch.

  The Brick also has a locking steering col.  The key not turning forward
is not uncommon.  Usually this means that the steering col. is turned in
such a way that it is binding on the release pin.  The release pin can
not be pulled and the rod will not push/pull on the ign. switch.

  Start by trying to rock the steering wheel while trying to turn the key 
to the start position.  If that doesn't work, you will probably have to
disassemble the steering col.  Pulling the wheel isn't difficult but you
will need a steering wheel puller (the tool costs < $10 US at most auto
parts stores).  I've disassembled one col. and I can't remember how I
did it.  All I can say is experiment.  I don't think you will see much 
by just removing the steering wheel.  

  To remove the wheel, remove the horn button.  Now you should see a
large nut that holds the steering wheel to the col.  Remove this and
use the puller to remove the hub from the col.  Now it is just look and
unhook.
