We're not being foolish with semantics. Semantics are very important here.
In order for the course to be illegal because of excessive cornering speeds,
it had to be determined that the cars referred to in the rule were exceeding
the 45mph guideline. And if it's not completely clear which cars the rule is
referring to, how does the PC know which ones to observe and measure?
I'm not questioning the right of anyone to protest the course, only whether
the PC can definitively rule on such a protest if the rule that applies to
the
situation is not clear.
