That clarification is of interest to me, too - I had always
interpreted "unprepared" as "not Prepared"; that is, not of the
"Prepared" modification classification. It wouldn't have occurred to
me to include "Street Prepared" in that definition. I'm sure this
whole chunk of the rules will be scrutinized as part of this
incident, and maybe that language will get a rewrite.
