Not exactly. You don't need a rulebook to enter, which is a process of 
filling in a form and sending money.

As presently constituted, you need it to walk through registration. You are 
already entered.

They are "teching" your rulebook at registration. I'm saying they should 
"tech" your rulebook at tech.

And I'm sure your car does have some kind of VIN -- vehicle identification 
number. Red Devil may not have called it that. Probably called it a "chassis 
number." On my old Spitfire, it was called a "commission number." The term 
"VIN" is only a relatively recent government-created synonym (along with 
government rules of what it must include) for a reference that has existed 
since before Henry Ford built hia production line.
