Please read 3.3.1. Basically it says, If non OEM upper body restraints are used,
ALL open cars must have a roll bar meeting all requirements of Appendix C. As
usual, ALL means All, not some.

In other words, if you use the stock restraints in an open car, no problems, but
if you have an open car and don't use stock upper body restraints, you need an
Appendix C roll bar.  The issue is a shoulder harness will hold the driver
upright when the car is upside down, the stock restraints will not.
