I think spec tires could work. Don't forget the downsides of spec tires
though:
1. all competitors are forced to use a particular tire (duh). That means
that folks that already are dialed in with another brand have to re-dial
in, potentially including buying wheels.
2. Any tire-sposored drivers of a competing brand either loose the
sponsorship or leave the class.
3. You gotta find a manufacturer willing to put up with all this stuff.
My opinion would be to use the treadwear/exclusion route first, and if
rampant cheating is a problem bring in spec tires at that point. Why
borrow trouble?
