Because Prepared is not a progression from Street Prepared.  Both are
different progressions from Stock.

In other words, there are two progressions:

        Stock -> Street Prepared -> Modified
        Stock -> Prepared -> Modified

It's popular to believe that there is a single four-step progression,
but there isn't.  And there's nothing wrong with that.  Prepared and
Street Prepared are simply different.

Another way to think of it is that Prepared is derived from road racing
classes, while Street Prepared is derived from common street mods (of
the early 1980's).
