You can do that now. One option you have is to install a
high-flow catalyst. In the case of lots of the newer cars, even
that won't be necessary, as the newer cats tend to flow pretty
well. Whatever the perceived political implications of the SP
allowance for removal of emission gear, the rules have allowed
that for close to 20 years. I'd fight tooth and nail not to have
them reversed at this late date.
