Where does it say that?  Please review these sections and let me know if
there has been any change for 1999:

3.3.A: Seat Lap belts are required in all cars.  Installation of
shoulder belts or harnesses is strongly recommended in cars with fixed
tops or roll bars.  Upper body restraints other than the factory system
may not be used in open cars without roll bars meeting the full height
requirement of Appendix C.  A horizontal telescoping "harness bar" may
be used as part of the installation hardware for allowed driver
restraints in the Stock Category. It may swerve no other purpose (e.g.,
structural enhancement). [apr 97 fastrack]

3.3.B. Roll bars are strongly recommended in all cars.  Roll bars are
also required in all formula cars and specials.  If installed, roll bars
and roll cages are strongly recommended to be constructed according to
Section 18 of the GCR.  As a minimum they must conform to Appendix C of
the [Solo II Rules] with the following exception: in open cars (see
definition section) competing in Stock and Street Prepared Categories,
the roll bar height may be reduced from Appendix C requirements to the
highest possible height which fits within a factory specified removable
top, when the top is installed.  All open Prepared Category and Modified
Category vehicles shall be equipped with a roll bar as specified herein.
