HI,

in the UK electronics shops stock what they call 'epoxy potting
compound' its for encasing circuits which are going to be either out in
the weather or generally in a tough environment.

The colour is black and its essentially the same a 2 part epoxy resin
glue. 

I tried it on a wheel a couple of years ago and it worked great. 


Try Radio shack and see if they have it.
