Gary---Doing all of that will certainly snug things up. First, I would
recommend getting the play out of the steering rack. Assuming the rubber
bushings are still good, (mine were just changed after 30 years and tons
of miles, and found to be near new) you can sometimes remove the play by
loosening up the u-bolts at each side. Turn the steering wheel as far as
it will go in one direction. This will squeeze the rubber over to one
side. Hold the wheel and tighten the u-bolts on the side being
compressed. Turn the wheel the other way and repeat for the other side.
(This was a tip from Bob Lang, who says he saw it on the VTR website.)
The wheels  should now move immediately with steering input. If they
don't, have an asistant move the steering wheel back and forth to see
where the rest of the lost motion is.
