The gear oil is 'circulated' the same way that it is when the car is
being driven, since the constant motion shaft is still turning the
countershaft when in neutral.
The 'constant motion' shaft or input shaft only turns when the motor is
turning and the clutch is engaged. And the cluster gears and countershaft
[aka layshaft] only turn when the motor is turning. So if you tow your
TR6 with one of the gears engaged, or if you have it in neutral with the
motor running, then yes, the gear oil will be getting splashed about just
as if your car was getting driven.
