My guess is it's the same story as the electricity : collusion on the
part of wholesalers to inflate the price to California.

BTW cheap regular here in LA has been over 1.90 for some time.  It's
been fairly stable at 1.93 to 1.97 for a week or two.  I go out of my
way to a place that sells premium for 'only' $2.11.
