1) PBlaster or Kroil? >>

2) Heating the area with a 100W lamp?

3) Freezing the plug with dry ice? >>
Another thing to try AFTER "foaming on" whatever penetrating fluid
is put the 9/16" Open End Wrench BACK on the plug and with a
RUBBER BFH, knock it TIGHTER.
Then RE-APPLY "foamed on penetrate" and let sit for a couple brews
or so; 9"16" Open End Wrench BACK on the plug and with a RUBBER
BFH, knock it UN-tight & re-foam. Repeat alternating steps until the
"damned thing starts to turn" !!
You WILL 'win' !
