IIRC it was developed as a test for guards.  The idea is that you shoot 
the body twice and if the target isn't down then you assume they have 
body armor and you shoot the head.

The 10mm was developed to improve on the 9mm and to some extent the 
.45ACP.  The FBI worked with them too as a result of failures of 9mm in 
use by their agents.  When the 10mm proved too much for some of their 
agents to handle, the .40S&W was developed.  It has the increased power 
that was wanted but can be used in smaller form factor guns that were 
previously only available in 9mm.  I don't know why the 9mm is so 
deficient because its ballistics on paper can seem close to the .357 mag 
that does have good results.  The .40S&W has significantly better 
ballistics and in most handguns that have high capacity in 9mm, you only 
lose a couple of rounds when you chamber it in .40.
