Kirk,
That heel board is a structural member. Also, on the 1/4 elliptic cars, the
upper control arm mount would be in the way, I think, if you were to attempt
to cobble up some way of moving that bulkhead back out of your way. I'm
sure you could contrive a way to do it, but you'd have to do some clever
engineering to make the rear suspension work around it.
