    On a stupider note, the law in NY requires a windshield wiper but does not
require a windshield.

  Same here in Illinois when my brother had a street legal "dune buggy".  He
got stopped for no windshiled and the officer called in to verify when my
brother told him they weren't required.  He came back writing a ticket for no
wipers ... that's when my brother pointed out the old manual wiper from a
Model T mounted to the bottom of the front roll bar!
