I had a 56 schoolbus/camper with a 396 in it that did the same thing. I 
replaced the thermostat, gauge, new flex fan and eventually re-cored the 
radiator, with no results. finally said the heck with it and ignored the 
gauge. I sold the bus and a few years later the guy pulled the heads. he 
said the head gasket had rusted all of the restricting holes in the water 
jacket and that he figures it created a low flow situation aroud where the 
sensor was located. it didn't affect the engine at all and it never ran hot 
again.
