The rule does not mean an e-brake is needed.
The static condition is often done by a driver applying the brakes and someone
pushing on the car to demonstrate the tries stay locked as the car slides
forward.
The dynamic condition is done at a specific area at the competition where a
driver gets up to speed then applies the brakes. A judge will watch to make
sure the wheels lock up when the brakes are applied.

"The brake system must be capable of locking ALL FOUR
