Elon,
That does not apply in California. The two Publicly owned utilities, SMUD
and L.A. DWP, charge about 10% less for for natural gas, water and electricity
than the private companies in California. That 10% repays the owners, the
residents of Los Angeles and Sacramento.
While there were black outs all over California a few years ago, these two
GOVERNMENT RUN (they are the only publicly owned utilities in California)
operations were selling surplus power to the private utilities.

Certain political groups were very, very quiet during that time..
