Doesn't matter what my definition of a muffler is, as the  rules state there
must be some muffler that is adequate.  Not having  one is not the intention
of the rules or again, it would not mention  mufflers at all


 
Again, what "is" a muffler? Is it function or a specific part? The way the  
rules are written, it is the functional "muffling", to create acceptable sound  
levels, as far as I can tell. Whether there is a metal enclosure with a sound 
 absorbing material in the equation is not relevant...as long as the sound  
emanating from the exhaust is muffled aka meets the sound  requirement.
