There are over 500 models listed in 9 stock classes.
Pick any system of classification and the problem you
describe doesn't go away.

You're quite quick at getting to the heart of the problem. Actually, this is an
SFR only phenomenon
that doesn't exist in the chapters. I've given Bryan a proposal to fix it. If
the Committee adopts it (or any other solution) we end up with more dedicated
regional autocrossers with potential to become national autocrossers when their
socio-economic situation
permits it.
