You can not possess a Class C CDL license if you require the use of insulin
to control diabetes.  A CDL licensed driver must have a physical exam done
once a year.  This may apply to Class A and B too but I am not sure.  I've
read that exemptions are available in some cases.
So, basically, testing for diabetes IS mandatory at the DMV...just not for
everybody.
