I have the steering gear in place, but the instrument panel is compeltely removed, allowing access (visual and manual) this area. It is right near the top of the steering column, just behind the das

You are right about it being an early non-locking style. I may have found the part now. Fingers crossed, and all, I will find out what it is made of. Thanks for the info about the Royal Blue, too. T
