I have the steering gear in place, but the instrument panel is
compeltely removed, allowing access (visual and manual) this area. It
is right near the top of the steering column, just behind the dash.
The bottom part (the ewe-bolt) is there; the bracket that supports the
whole mess is there; the piece that fits between them is not.
Sounds like exactly what you describe:

The bottom felt like very hard rubber around a ewe-bolt (rather than
cap screws) with a steel shell around that, and I guessed the top
piece would be of similar construction. I could believe aluminum.
