Hi Paul - The CG of a rear drive streamliner is so far back it's hard to get the CP back far enough - It's more a mater of livable instability and keeping the front heavy enough to overcome any lift

I look at it like this: 4wd......50% front and rear, adjust the cp to give you a foot or so separation. rearwd......40% front and 60% rear, and adjust the cp accordingly frontwd...put as much weight

How do you find said center of pressure? wouldn't it change dynamically with speed? or do you just hang something out in the wind to make sure it is behind the CG? If so that seems counter productive

I was thinking it might be more complicated than that. I haven't seen a weathervane at 300 or so mph.. My concern was the air detaching at some given speed and changing the center of pressure. I was
