I believe the black stuff is the rubber seals deteriorating. Mine was like that for a while, then I lost pressure entirely and had to rebuild the master cylinder. Just a thought! Doug '69

With my '69, I think it's the flasher. It's located in the footwell of the passenger side, on the right side down at the firewall. The turn signals work occasionally, and then get stuck on, not flash
