This just in from that friend of mine who did it himself.

Clean the floor well with a degreasing agent (soap). Etch the floor with
Hydrochloric acid (muriatic pool acid). Rinse well and allow to dry
completely. Tap plastics sells Copon 2 part epoxy paint. Mix white and
black for a neutral grey color. Some paint stores sell their own brand.
Apply with a roller at least 2 coats. Important to follow directions for
timing of recoat.

Wear a resperator and have lots of ventilation. Fumes from acid and paint
are nasty.
