With all due respect, the LAST thing you want to do is call the
California DMV.  Their answers are entirely predictable.  ("That'll be
$850 in back registrations, taxes, and penalties, please.")  A better
place to start is the AAA Member Assistance desk.  Well worth the price
of membership.  They can tell you what your options are.  The DMV
employees couldn't care less.
