According to section 38070 of the CVC, any offroad vehicle
identified by the DMV as such will have an ownership certificate
issued.
Now according to section 38010, all off road vehicles...identified by
the DMV are.......EXCEPT for:
..
paragraph B Number 9
Any 4 wheeled motor vehicle..operated on a closed course...in a
competitive event, sanctioned by a recognized body, or by permit
of local government.
It would appear that *race* cars do not need a title in California
as long as they are used in *real* racing events by *real* sanctioning
entities.
