Because if any of the phosphoric acid remains on the part, it can mess up t=
he new paint.
Rinsing, and washing with soap and water, should be OK for metal parts - ju=
st make sure they are dried quickly and thoroughly (e.g. compressed air to =
blow moisture out of crevices).

I use this and am wondering why the instructions say to rinse off
afterwards. Won't that cause the item to start rusting again? I
typically wipe dry and apply paint.
