 If so the wet liners would be a easy tax dodge, build cars with small bores, 
then if the person was in the racy mood they could change the liners to a 
larger size.  A one piece cast block ( any brand ) generally can be bored about 
2 
mm  ( .090" ) if is is a thick wall, if later thin wall .040 is pushing it.
