Not reliably, no. The starter must match the flywheel, and the flywheels
are readily interchanged. TS31258E would have originally had the early
flywheel (and hence the early starter), but that is no guarantee as to what
is in there now.
The best way to tell is to look through the starter hole at the edge of the
flywheel (nearer the crank than the ring gear). If there is a row of bolts
about 1/2" inboard of the tips of the gear teeth, then you have a later
flywheel and it needs a later starter (the one with the protruding shaft and
gear). Otherwise it's an early flywheel (which had shrink-on rather than
bolt-on ring gears) and needs the early starter (the one with the housing to
support the end of the shaft).
'Long' vs 'short' is apt to be confusing when talking about starters, so I
prefer to use 'early' and 'late' designations.
