I doubt seriously if it really makes any differenced which way it is positioned unless you have an early type with a grease zerk for lubricating the pump. If water leaks out to the bleed hole, it may pool up if the hole is on top but will eventually find its way out once the hole is full. < Unfortunately it will find its way out through the bearing washing away the lubricant causing premature bearing failure.
