The most reliable and cost effective solution I've found for faulty grounds is
to solder a short length of 20 or 22 gauge wire to the metal light body, then
attach the end of it to a suitable ground (I use small ring termnals and attach
them to the tail light assemble mounting screws with toothed lockwashers and a
dab of dielectric grease.
Total cost is less than $5 and it works great!
