Adam, a couple of possibilities. First possiblity is anti-freeze coming from
hose connections, or a leaking water pump. Less likely is the steering rack,
if you use oil instead of grease. Supposedly the stuff on the timing cover
was to minimize timing chain clatter.

I was working on my car this evening and found that something was leaking
under the front of the car... it looks clear and slippery? Is there
anything that would leak in the front of the car that feels like a
lubricant? It's not from the radiator and I don't think it's motor oil.

Also, why would there be fiberglass like coating on the timing chain cover?
While looking around I found it was loose and when I touched it came off in
my hand???
