There is a chemical incompatibility between the oil used in the R12 systems
and R134.  The oil must be flushed out before the conversion can be made. 
Otherwise your statement is correct although since R134 has only 85% the
density of R12 cooling capacity will be down.  But since the AC usually
runs below capacity it should be adequate for most situations.  Idling in
hot weather is where the loss of capacity will be noticed most.
