Hi Steve,

Hopefully you've gotten past your problem, but in case you haven't there is 
something you are missing.
You need to bench bleed new and rebuilt master cylinders before you install 
them. This is normally accomplished with a short brake line that attaches to 
the master cylinder and bends back into the top of the cylinder. You 
normally do this with the master cylinder clamped in a vise before putting 
it into the car. Hope this helps.
