All it takes to remove DOT 5 and prevent fish-eyes is a rub-down with the
appropriate solvent.  I use PPG Acryli-Clean, but there are similar products
from 3M and others that probably work just as well.  After trying it, I
think it's a good idea even without any silicone to remove.  It seems to
always find more dirt to take off, especially if the surface was once rusty.

Note that silicone is finding it's way into more and more car care products,
some waxes and polishes have it for instance, so fish eyes are a possibility
even if you don't use DOT 5 or silicone grease.  My first experience was
many years ago, before I'd even heard of DOT 5.  No matter how hard I
cleaned those wheels, I kept getting fish eyes.  A friend recommended the
Arcyli-Clean and I've been a believer ever since.  The stuff on the wheels
must've either been splashed up from the street or applied by a PO, since I
had never waxed them.
