Fish Eyes are spots where the paint will not adhere and it pools away
from the spot, leaving a bare place that has no paint. It looks like a
"fish eye", hence the name. usually caused by contaminated metal that
is not properly cleaned, primed or etched prior to painting.
This just happens to be one of the downsides to using DOT5 brake fluid.
The silicone fluid is very difficult to completely remove from surfaces
to be painted and will cause fish eyes.
