Any controls over the strength of beer is only done at the state (not
Federal level). Typical American beers are in the 4 to 4.5 percent range. I
remember when I went to college in Minnesota they had "3.2 Bars" there that
could not sell wine or hard stuff and the beer was limited to 3.2% alcohol
content. Not very tasty!
Many of the microbrews created here are close to (and some well over) 5%

Subject: Beer - Canadian Beer
All this talk of beer - I wasn't going to get any for the dash
installation - with my new tips but a 6-pack of Blue should do the job.
I have a question of our American friends - who sets the alcohol content in
beer - our Blue is 5% as is most of the beer while in the states I have
visited blue , Canadian ranges from 2 - 2.5%
Is this set by the state or Federal ?
I have always wondered why the difference in content and taste - o' well
back to work and the dash
