Bill, I'm going to stay away from the argument about whether electric pumps
suck ... and just comment that my Dad's TR3 ran quite well for many years
with an electric pump mounted where you have yours. The Facet pump I used
as a replacement on the gen set on my motorhome also worked quite well,
mounted well above tank level (and only inches from the gen set carb).
However, it's quite possible that your pump doesn't pull a vacuum so well,
and doesn't 'like' being that high.
"A test is worth a thousand theories", a suitable test gauge can be had for
about $20 at your local Pep Boys. (Hint, most vacuum test gauges will also
read fuel pressure.)
