Hugh,

If you don't need to get an emissions test then you can cap the ports for
the float chambers or  vent them.   You might have a difficult time passing
an emissions test with the ports not connected properly and without the
hoses from the carbon cannister to the carbs connected.  A friend was having
problems getting his CO levels below the standard until we hooked everything
up as it should be.  The theory was that the needles were setup for the air
drawn from the cannister and the cannister flow was affected by the draw
from the ports.  Don't know exactly what it was but he easily got the CO
below the standards with all hoses connected (he had a three hole cannister
which is what is needed for the carbs with ports for the fuel chamber).  I
think that was a 1973-76 carb feature.
