pulley to the old crank at 4 deg ATDC and that is what the slot is for.

Hugh,  The TDC marks are on the outer pulley which is attached to the
center part by a layer of rubber (this is the harmonic dampner part).  I
have been told of incidences where the outer part will rotate in relation
to the center due to failure of the bond of the rubber.  

Like I said, I've been told of the outer part rotating.  I have experienced
such a failure on an Escort and when that happened the outer part tried to
walk off the center part destroying the belt in the process.  I can't tell
you if the outer part rotated or not but I am inclined to think that if
there is a failure in the rubber bond you will have more severe
concequences than the TDC mark being out of place.
